I could not agree more. The APS has not moved at all. When you look at the MIX it becomes very clear. And you are spot on - it is sad. All that I can add is that the human and social cost is great.
And let's not forget the costs to the taxpayer.

It all very simple the APS has not moved from the Classical Paradigm of Leadership let alone engage in the Visionary Paradigm (which is some 43 years old now). Therefore, do not expect any radical, initiative or innovate outcomes, now or for the future. Sadly our leaders are without skills, knowledge and attributes. Cheers Doctor Derek Ambrose.
