So which countries have something to teach us about Gov 2.0?

I'm pretty sure the APS has something to learn - from everything I've read here, it's not accountable, it's internally focussed  rather than outwardly, concerned about protecting reputation more than making a difference, not at all concerned about citizen engagement (and in that regard I'm still cogitating about that amazing  post that Serene posted about the DSTO a while ago) ... the list goes on. 

But which countries are actually innovating and blazing a path for everyone…
